A stain blocking primer like BIN or Zinsser 123.
Find the water leak first. Be sure it is fixed permanently then use the primer Bin or Zinsser 123. They are both stain blockers.
Make sure that the leak has been fixed, or else you will just end up with another stain. Then a stain blocker paint like Zissner or BIN works wonderfully to cover.
use gloss paint when dry paint over with the colour you are using
Definately use a primer like Zinser and then follow with a ceiling paint. You may even have to use the primer a couple of times to cover the stain for good.
apply a primer and then apply your paint.
Buy some Kilz paint. Kilz original is a primer, sealer and stain blocker and not badly priced. About $9 at True Value and $13 at Wal-mart
