Metal door paint- Any ideas?

I primed my steel door after prepping with Zinsser primer, but it scrapes right off with my finger nail. Should I remove it and start over with something else?... I took the original paint off down to the gray metal and sanded everything and cleaned (it had rust spots )before the primer was applied Any ideas?

Did you lightly sand the door first?
perhaps try using paint made especially for metals.
Was it throughly cleaned before applying the primer?
