depends on what you mean by too big. This time of year I would not take more than 1/3 of it down, but in the early spring if it is not a climber, you should trim it down every year to about 18". If it is a climber you can still cut it way back in the spring before it leafs out. I'm sure it would be fine if you gave her a hair cut now. Just don't go crazy!
I'm certainly no expert however, I love my roses. I live in SoCal so I usually prune mine back towards the end of the year. I try to leave the bigger stalks & cut away the smaller "volunteer" ones. If I want a few roses indoors, I cut the stalk at the 5 leaf rule & if I think the plant is too tall I'll cut lower down on the stalk. The wonderful thing about roses is that they are very hardy & quite forgiving with those of us who are not well versed in gardening! I've attached a picture of my Double Delight just so you know I really do have roses! lol

What is too big? Here are mine. The pink ones will grow up past the rain gutters and when bloomed out, then I will trim back.
