rubber mulch is ground up tires, when it gets to the warmer side of summer you will smell the rubber. very often its used in my area for under and around play equipment. kill the grass and weeds where you want the mulch to be, then landscape fabric/ weed barrier. then top with mulch. Keep in mind that dirt/ dust can be carried by the wind- and you will find it in the mulch.
We had the area sprayed with a solution that stops germination, no seed from weeds will sprout in your mulch area. After a few years we had a few weeds here and there. If any do pop through a little boiling water will kill them.
i use it. You do not have to replace it every year. And it can be raked back in. Good luck
