I would lay some landscape blocks along the fence.
I just had snake fencing installed. A lot of digging though. William's suggestion would be easier and cheaper.
I used those hooked plastic tent spikes to grab the fencing every few feet and anchor the fence to ground . Depending on the size of the dog and the length of the fence , this may or may not be a good idea .
i used chicken wire attached on the bottom fence rail and covered with mulch. when a claw gets into the wire, it does not tke long to learn. also the wire tends to hold the mulch and you get a weed (almost) free fence line.
Thank you all for your suggestions! Gives me a lot of options to consider. My boykin spaniel can pull cinder blocks and landscape blocks away from the fence, I've watched him do that a couple of times. Not sure he could do that with rebar or tent pegs keeping them from moving though. Although he's neutered, he still gets that urge to check out the neighborhood at times.
