Downey fabric softner hot water big sponge & time let the wallpaper soak it up find a corner & then scrape
You will need to score the wallpaper so the solution can get behind the vinyl. I use a 50/50 mix of vinegar and hot water in a spray bottle

Rent a wallpaper steamer from a construction rental company. Take 60 or 80 grit sandpaper to the wallpaper to break the vinyl surface. Then use the steamer with or without glue dissolver to remove the wallpaper. Steam, and using a putty knife remove paper. I did a 11x12' floor to ceiling room in 2 hours.
