My friends that live in North Phoenix water in the early morning, before the sun comes up. They also have soaker hoses in all the flower and shrub beds covered by mulch. They run them a good 20 minutes every 3 days or so. If it is really blazing they will run the sprinklers at night just after the sun goes down for 5 - 10 minutes to refresh and perk everything up a bit. When it is still in the 90's at night, you have less chance of mold or fungus as everything dries out so quickly.
