Have you tried cleaning it with ammonia? That should work. Another option is making a mixture of flour and hydrogen peroxide. Leave the pasty mixture on the stain overnight and scrape off with a plastic edged scraper tool. Good luck!
I have read that oven cleaner can help. If you try everything you can think of, it might be time to use some deck paint and just give it a new color and new life. Hope that helps.
They make cement cleaners. Lowe's may carry it. :)
