you need flowering shrubs, once established they will grow year after year. \your local garden centre should be able to offer advice on what grows well in your area. Also look at other peoples gardens around you to see what grows well and what you like.
Yes I know it isn't nice to fool mother nature! I have gone to the dollar store and gotten silk flowers and poked them in the ground. Had neighbors come and wanted starters off them. It is worse to fool your neighbors. some don't like being fooled.
I bet if you ask there is a youth group or Scott needing a project. Have them lay down some no weed material plant perennials bushes to attract birds and butterflies. As for water get an old barrel and place it under a corner gutter. I would love to help you myself but I live in the USA
We've had good luck with begonias in the full sun. No pinching required, grow nice & full all summer long. Just have to water, occasionally feed. Hope this helps. Your fellow gardener in New Jersey USA.

I am not familiar with Australian flora, but in our blazing New Orleans sun, I have had great success with cosmos and four o'clocks, both of which re-seed themselves. They seem to thrive on neglect and the four o'clock smell wonderful. Good Luck!
