There appears to be more than one issue with the rose bush. Apply a three in on rose systemic for mildew,insects,and it has a slow release fertilizer.
Apply a three and one systemic rose treatment.Home Improvement stores carry it. Look for the one by Bayer.
My Suggestion: Bananas, bananas, bananas...you may think I'm bananas...but it works! Dig a hole near or at the roots of your rose bush[es] drop in 2 banana peels & cover over. The rose bush will absorb the nutrients from the peels & the condition of the plants will GREATLY improve & it will also ward off insects! You will have the most beautiful roses & plants ever! And NO Chemicals!
Looks like you have aphids they eat the chlorophyll and leave white marking like that. Google for holistic, fungicide and insecticide for roses and there are several pages with recipes you make up out of your kitchen.
