I've used this technique- string and fire, it came out a bit scraggly which you can sand down. But also, trial and error to perfect- have fun!

I use a stained glass cutter. You score the bottle and then gently tap until it falls off.

Amazon has glass cutters for about $10-20. I'm sure there are better, more expensive ones, but if you're just looking to cut a few bottles, they should work.
