Cone flowers are good for height. Smaller plants would be carnations, even smaller would be some ground covers...but you have to be careful on your seletion as some ground covers will take over so get a slow growing kind..that you can control. I like my Mock Orange bushes..I keep trimmed so will thicken up and now they are in bloom and are making a great showing. They can grow about 8 feet tall if not trimmed. The have small white blooms. Also Japanese Quince have pretty blooms as well as the Flowering Almond (these are bushes)
