all bulb flowers have to go through a period or cold and/or freezing temps to bloom. therefore you can plant anytime but they will not bloom till they have had a cold season.

there are a lot of bulbs that you plant in the spring for summer color that dont need to have a cold season before they bloom, like gladiolas.

They need 30 day chill hours...place in paper bag in your fridge for a month, then plant. Be aware however that forcing bulbs in this manner may keep bulbs from returning next year.

It's called cold stratifying. It's not just bulbs, there are many herbs and perennials that need to have the seeds cold stratified before planting. I just pulled my grape seeds out of the fridge last week and planted them and they just started to sprout this morning
