How do you stencil on top of white tile that's already on floor?

I'm trying to update some areas of the house before putting up for sale. I don't know if I have to rough up the area or prime it first. I'm wanting to do before I update the grout...or should I grout after stenciling? That's two questiobe at least isn't it...help me please.
