Some type of bug is leaving white on my Rose Bush!!

Received a yellow rose bush upon my husband's death two years ago. Some type of bug is leaving a white worm like substance on new leaves. Please assist me in solving this problem. Thank you.

Sorry for your loss. Apply a systemic product from Bayer for roses.It is a insect,fungicide preventative and fertilizer all in one.

  I do not see any bugs/worms but whatever it is, it leaves a white substance. It is only on the new leaves.
