I have seen some You Tube videos about concrete counter tops, some of them there didn't pull off the counter that was there but added a layer on top. Maybe that can start you in a direction?
Some people have used Henry's Feather Finish or Adex cement for making concrete countertops. Initially they results were great, but after a year they started cracking and peeling. There really isn't any kind of way to smooth out a tile surface. Nothing will hold or last. Removing is the only option.

What is the easiest way to remove it?
Easiest way is to break the tiles off with a hammer and chisel. Use a dust mask, gloves, and eye protection.
