Fencing
There are several things that you can do from fencing to more extreme measures. There may be an underlying reason why the animal is digging from boredom to trying to find a cool spot from the heat. Once you have eliminated this option then you can look into stopping the behavior with a smell that is unpleasing but not harmful like chili powder or vinegar. There are more drastic measures like planting blown up balloons but that seems drastic to me. Cats and dogs do not like orange peel. I have used this before and found this to work. Also you hardware store will have powder and liquid products to spread around the areas you don't want animals to go.

Thanks for all your comments. I picked up some spray called animal repel at Walmart yesterday for $13. It indicates that it is safe for animals and plants. I'm hoping this will work.
