Pruning should be done before the new growth merger or after the plant is finished flowering.

I prune mine, in the fall, after they are done blooming.

You should prune off the dead blooms as they die back. Be sure to cut them back usually about 4 to 5 inches using a sharp hand pruner, cutting at an angle. This will stimulate new growth. I prune all season long. Some of my roses go up to the second story of my home. In the Fall, or Spring, ( which some people prefer), I hard prune the bushes back to no more than 2 feet tall. Some varieties do produce more blooms. Fertilize with rose food, as package recommends, and a little Epson salts.
