Not sure but I've heard mothballs work.

Mothballs did work to keep my cats from laying in my houseplants, so I think they would be viable for the garden. But, be sure to put the mothballs in a lid or something to prevent the mothballs from melting and seeping chemicals into your garden produce. I'd still do it even if this is a flower garden, just to prevent the contamination. Another thing I have recently heard of, and it may be too expensive if you have a large garden, is to lay plastic carpet runner upside down so the pokey parts are up. They won't want to walk on that! Perhaps lay it around the perimeter of the garden, and then in the garden's first row, so if they are inclined to jump over the first strip, they'd land on the second? Good luck!

Spray your plants with a solution of hot peppers and water. I don't know if it will work but you could try.

I buy cheap pepper and sprinkle around my potted plants and any other plants where I see they are digging. You will have to reapply after the rains have stopped. It also deters dog from using your plants as their bathroom. Animals always sniff before doing their damage. It upsets me to see people walking their dogs on a leash that allow their pets to come to my flower beds by the street to do their job. One lady saw me watching and pulled her dog back. I sprinkle pepper there also.

I'm fostering the cutest little Dandy Dinmont terrier. She'd definitely keep the cats away and you company !

I have the same problem with feral cats that a neighbor feeds. Removing the mulch and loose debris helped, as they couldn't scratch and bury as easily. Also added rocks along the foundation of our house, one of their favor spots. I then sprinkled hot pepper seeds over the soil. So far, it's worked.
