Rusty sprial outside staircase

I have a sprial staircase the goes to my 3rd floor bedroom. It has some places that have rusted through. I can't afford a new one and was wondering how to fix it.

Clean with a wire brush to knock as much of the rust and flaking paint as possible. Spray paint with Rustoleum Stops Rust Rust resistant enamel Paint.
Clean off all loose rust especially the rusted through spots. If the areas that are rusted through are small, you can patch them with a two part epoxy putty like JB Weld or Locktite. Let it harden. Then you can touch up the areas with a rust inhibitor paint like Gma Kirk suggest and spray paint the whole staircase with metal paint from Rustoleum or Krylon.
