Have you tried a Magic eraser? Or you could use some Oxiclean (the one for whites) mixed with warm water & spray it on, let it sit for a few minutes & then scrub with a stiff brush. Oxi clean always gets my grout clean too.

If your caulking is yellowing chances are high that it has started shrinking. Scraping and replacing the caulk is usually the best thing to do. Unless, you recently redone it.

    Bleach stick might work.

It might be best to replace it.

If you mean GROUT then I can help. I had smokers in my rental unit and the grout in the bathroom was stained yellow/brown. It was supposed to be white. I used toilet bowl cleaner - the kind with bleach and clings. Smeared it on and left it a few minutes then just scrubbed it off and rinsed. Easy!

If this is truly caulk, there really is no way to whiten it the way you want it to look. You may have to remove and reseal.

Give it a shot at a good cleaning, nothing to loose. If any of these methods do not work, replace.
