    If the soil is to rocky to plant consider container planting for other options of plants.

    You could also try growing flowers or plants from seeds. I find that when I direct sow plants they tend to adapt better.

    Try raking the bed and pulling as many rocks out as you can-yes hard work, but a good start. Get some good black dirt and rake it in the amended soil or maybe your town has compost that you can have or buy as they do here. This will give you a base. I hope your garden isn't the size of a city block and if so, ignore what I just sail LOL.
