You can paint the basement floor but first you need to ensure the floor is ready for painting. You will need to fill and cracks and sand the floor to ensure an even surface. Once the concrete is clean, apply a primer and leave to dry according to the directions on the can. Then apply an epoxy paint and allow to dry according to the directions on the can and finally apply a masonry sealer. I would also ensure the floor is completely dry before undertaking this project. The Home Depot has basement and garage floor epoxy paint.

Have you thought of pallet flooring? It's very cheap and if you damage a plank you can just replace it. Here's a link. Hope that helps.
