Check with your city as the water meter is likely owned by them and they should repair the damage around the meter at no cost to you..... they'll also at !east check the operation of the meter and recalibrate as necessary.
If, as the headline says, it's caused by a construction site, you should also check with the city. It's the builder's responsibility to contain run-off.
The headline says it's a construction site that used to be woods. If so, contact the city for that, because builders are supposed to control run-off and soil erosion.
