Water entering my cabin at base of outside wall!!Help!

I had vinyl siding with a moisture barrier installed tight to my deck, could this be what is allowing water in at the floor, never had this problem before.

You need a gutter
Okay thank you, I will look into getting one.
and possibly a slanted board to install against the house to "ramp" the water away from the wall.
