Is there any other plants involved?

You can pour boiling water or straight vinegar in the exposed roots.

Pull out what you can. Use a vegetation killer and saturate the area of growth. This will kill everything, be careful.

I would avoid using pesticides. Vinegar sounds right. In my yard we just yank out unwanted weeds/vines until they eventually give up.

Omigosh! Why would you do that? Does it grow so prolifically in Pa. that it's a pest plant? I nurture mine. The deer love it and so do I, but lately they're winning. I used to have a big vine growing outside my kitchen window and it was a pleasure to look out on early in the morning. First came a bug that decimated the leaves, then the deer. I retry every year, every year I lose. Sorry I can't be of any help.
