If you have perennials that are established and good draining soil you don't have to fertilize. Otherwise newly planted perennials I fertilize in the spring and again mid fall for a few years. My plants grow like crazy I have well drained soil. I use manure purchased at the garden center. Keep in mind some plants do need more fertilizer than others. Hope this helps.
I agree with Sheryl, if they have been around for a long time they should be good. I don't fertilize mine unless they appear that they need a boost. I too take special care of perennials for the first couple of years, or until they reach there mature size, with added fertilizer spring and fall and more watering than the established plants.

I put a fresh layer of compost in early spring and mid fall. Sometimes a mix in bonemeal for my bulbs.
