We have a deck that when we bought the home did not have steps. My husband added them, but over time they have shifted with the ground and are not even anymore. What is the best way to level them without tearing them down and building new steps?

Need pics!! Every situation is different.
If he (hopefully) assembled it with screws it should be easy enough to remove treads and drive steel stakes in at an angle, bring the stringers to level and screw to the stakes.
I'll have to check, but I think he just nailed it. ;o(
you could jack up the side that is low and put a board or patio brick under it to bring it up to level
