Place down landscape fabric and cedar mulch.
Give cardboard a try. Lay it down in your problem places, put mulch over it. It usually has to be redone every season. Chances are you have a lot of the weed seeds in your beds. I have the same problem. Buy a fresh bag of much to put on the cardboard. I have Johnson grass seeds everywhere. It grows in a piece of bark. Drives me nuts.
Believe it or not, distilled white vinegar works!
I love using black landscape fabric and sometimes I use pea gravel and sometimes I use a mulch on top.. Love how it looks
