How to transplant my Rose of Sharon?

There are a bunch of little Rose of Sharon "offspring" growing around my large Rose of Sharon. I want to know how to dig some of those small ones out and transplant them? Or do I have to wait until they grow larger?

    Transplanting should not be done if your area is already in a heat stress.Since your location was not specified I cannot not advise you further.

    Sorry, I live in Tamaqua, PA . That's Northeast PA. Is it better to do it in Fall or wait until next early spring? Although we are having a rather cool spring right now.
