Try a pair of tongs. Wrap washcloths on each end. Dampen with cleaner. The tongs allow you to easily get between each slat.

use tongs with one of the electronic cleaner sheets on it. the sheets actually repel dust so you don't have to clean as often

I use the upholstery attachment on my vacuum cleaner to remove dust (starting at the top and running it down to the bottom). Then wipe down with a damp cloth as needed. If done regularly before there is build up then it's a fairly quick job.

They make dusters with disposable towels especially for blinds. Or use a dusting rag that the dust clings to and wipe from top to bottom

If metal or plastic, fill the tub with warm water and cleaning detergent. Pull blinds loosely to the top before taking down and gently place in tub. Soak and then use a cloth to wipe. When clean, drain the tub and fill with clear warm water to rinse. After rinsed, drain tub again and take outside to dry. A clothesline or a deck rail is a good place to lay blinds to dry.
