When there is no danger of frost for your location.

I would suggest looking into what your planting zone is and take it from there. It varies based on the zone. I'm in MA and I usually put plants out in late May. Because its cold right up until then. Generally about 40 degrees.

After the average frost date-here in my zone 5 location it is Memorial Day. You can plant spring bulbs in the fall to give you some color in the spring.

Decide on the flowers you like first! Some are bulbs that need to be planted in the fall. Make sure you follow the directions, whether using bulbs, seeds or potted plants you buy. Some flowers are more sensitive to cold snaps than others. Check with your nursery or go online if you're not sure.
