For the ones that the dogs don't catch, fox urine seems to work for us.
Pour pine sol down the hole, wors like a charm , had this problem for years till this worked.
You can purchase a device which is seated in your yard, near the holes, and it makes noise which repels them. I've even seen them solar powered.
It will run them off, they don't like the smell.
