Hi Angie: it's personal preference, but for the long run, I'd stain it. Paint will eventually start chipping on a deck. I don't think there's really any way around it, at least my experience has shown. Staining is pretty simple, too!

Stain is much better. Especially if it is weather resident.
Cedar has resins in that will cause the paint to crack and peel. Use a deck stain. Either semi transparent to enhance the grain or solid to cover it up.

Depends on how worn it is. If it's really worn and looking rough, you'll want to paint it so you can hide it. If barely worn, go with the stain.
