I want to apply apply tiny ribbon rosettes to a pair of shoes for summer. Also to apply some decorative metal pieces to leather.

E6000 works on metal and leather. You might need to tape it in place while it dries.

yes E6000 works on practically everything! But if it's a shiny stainless steel surface sand it first! And as someone else said, you'll need something to hold it in place. It is a smooth glue

I would suggest an expoxy glue. You can find many that are specifically for textiles. You can get smaller containers at your local craft store like Hobby Lobby, Michael's, I've even see them at Joanns.
