Should i cut off the dead roses after they are done blooming?

yes, definitely because nutrients in the soil don't need to go to dead flowers.
Dead heading produces new flowers. Carefully cut back them stem all the way.
Yes! I cut the spent bloom only not the whole stem. This will feed the growth to pruduce more flowers.
