Refinish moldings in a house - need some advice!

The moldings in the house were terribly finished. If you bump them the finish leaves a white mark like the finish has rubbed off. Must you remove all the old finish (a huge job) or can you apply a better grade finish to the wood?

    Someone painted with the cheapest flat finish paint they could find and you are dealing with the results . You should not have to remove it all to paint over it. I suggest you get one of new paint and primer in one, satin or semi gloss finish . You'll be much happier with the results .

      You may have to sand and Kilz before repainting . It still sounds like they were covered in a cheap varnish or you wouldn't be having this problem . Sorry :-(
