it depends what kind of paint your using, does it have a glossy sheen currently? If glossy lightly sand it clean it well and prime and paint. If chalk painting you can skip all that and clean it extremely well and paint.

yes, it really depends on the current finish and what paint you are going to use. A light sanding never hurts.
if you clean it well and lightly sand it, you should not need to completely strip it.
