Do they have white or yellow spots along with holes in the leaves? If so it is a fungus that hybrid roses are prone to. I was told to spray with 1 gallon water and 2 table spoons baking soda. It should be done early spring before new sprouts start. The whole plant must be saturated along with the ground around it. I got to mine a little late but sprayed anyway. It seems to have halted the damage for now.

No discoloration of any kind...just holes and some almost resemble lace, there are so many...practically the entire bush. I've checked for insects, snails, slugs, caterpillars. ..no indication of any of those. No mealy bugs or white fly either. So discouraging.
