It could, but it all depends on what kinds of products you are using.
From the looks of your sample picture, it appears they applied the white paint first, then stain over top.
Since most paints are latex and most stains are oil, this idea would work.
I'd just be sure to use oil on latex, vs latex on oil, and do a test to ensure it gives you the results you are after.
Tip: Homestead House creates a powder based stain (latex like milk paint) that would work with your original idea.
