Shed? I have one that i am going to have plain old cement blocks put in,but you could do stone or wood runners. Then plant flower beds.
I would put a strong small type screening around it first, so critters cant make a home under there...then use your rock or concrete blocks....just me!! I dont like critters.

I would block it off entirely, but place a screened vent on each side of the shed for proper airflow.

I saw one they used railroad ties, call a lumber yard and they will know, they are treated usually with creosote it does prevent insect invasion. Put wire openings to keep other from crawling in and making a home.
I would use cinder blocks, but stencil them with a brick pattern before installing them, and it will look like a brick skirting.
