How do I cover wooden slippery porch steps?

My steps (5 of them) are wood. They won't hold paint no matter what I do. In the winder they are extremely slippery, dangerous!I am thinking of covering them with pea gravel! What would I use for glue? Then cover with layers of polyurethane??

Have you tried to put course sand on the paint while it is wet?
You could use a router or saw to cut groves into the wood.
They sell strips of material that you put on steps to add traction to them. Try online or at hardware store I found mine at the dollar store.
Buy rubber step treads.

Not a bad idea. but that video doesn't give me much to go on. I'll check it out at Home Depot. Thanks!
