What is the best way to repair and refinish a bedroom wall?

i don't think the wallpaper was removed and prepped to be removed and that is why it took the top layer...you can use Dry Wall Putty and then sand it all...or you could go for a stucco (texture ) look by putting the paint color in the putty and using a trial and make a design....

i recently had this same problem, first I applied zinzer primer over the whole wall, I then used spackle on the damaged areas, I then sanded and applied primer again on areas I had put sheet rock mud and then painted, another choice is to apply paintable wallpaper on the wall to hide this, but if you do that be sure and apply primer to the wall first, good luck

You might sand the rough edges where it has been peeled off and then prime before painting it.

We did breadboard on the bottom half and then a textured paintable wall paper above. It looked fabulous when done and no messy drywall mud to sand.

can I paint over wallpaper? (It is sticking on really good all over, but am afraid once you start painting it will bubble up) Do I need to use some kind of primer first or is there a paint that is a primer to do a one step?

I bought rolled craft paper from Lowe's and a gallon of Elmer's glue. Look up brown paper bag wall. It turns out beautiful! I was going to do just one wall as an accent wall but ended up doing the entire room and sealed it with tung oil. It looks like leather. Watch tho. If you want the some look, then always keep the same side of the paper showing. The other side will give it a different color. You could also buy the green to add and add a different color. Or even tissue paper. You can also stain the paper.

Going over that wall with drywall mud after sanding it down, and finishing it with tinted primer (so you can see where you missed) and finishing with a couple layers of sandstone paint or faux finish ventian plaster. Or start over with either new drywall or 1/4" drywall overtop.

I second Bernice's re-drywall ideas: drywall is really cheap, and if you can find a reasonable handyman type to do the work that's probably half a day to a perfect new surface using quick-set drywall mud.

First carefully cut off any loose paper, than use this, http://www.rustoleum.com/product-catalog/consumer-brands/zinsser/primer-sealers/gardz-problem-surface-sealer/ on all the damaged wall surface. If there is an edge or lip noticeable after this, then use a thin coat of drywall mud. sand it lightly if needed after it dries. Apply a coat of the primer again over the sanded mud. Then paint with a good quality paint that has primer in it. See before and after photos of a bathroom remodel I did last year.

I did my entry hallway with a 4" wide spackling blade. Dip in the bucket and just back and forth, up and down no particular pattern smearing it on the wall in all directions with about a 4-6" stroke, do a small area at a time. Attached is a photo that shows a little of the Tuscan looking texture you get. It was and idea from Home Depot finishes for this purpose. A coat of paint and it turned out beautifully. This would cover all of the green, wallboard and tears all in one.
