Choose plants that have fairly deep roots, put a concrete border around the flower bed.

Clear and dig the area where you want the flower bed. My grandparents then placed 2X4's around the outer edge and held in place with small stakes. These beds usually had larger flowers that came from roots similar to iris, glads, and similar perenials. Rose and other bushes also make good erosion breaks. Also some running type of ground cover like Phlox. Very slow growing. Quicker is something called Basket of Gold but may go under another name. I recommend a trip to online nurseries. They usually list all plants by type, zone, sun requirements. Try Burpee, Parks, Michigan Bulb. All are .com's.
