In most places, it isn't legally required, but you should ask locally to be sure. That said, there are some definite reasons to consider using one anyway!
I despise cleaning grease off walls, even when using a splatter screen. I do all the frying outside on the grill. But I do use the vent hood when a lot of cooking is going on, it does help. If you never use it, do not worry about it, and if you go to sell your house and it becomes "an issue" give them a couple hundred dollar credit and the new buyer can install their own.
We don't have one either and I've never noticed any real problems except some cooking smells do seem to linger. We now grill fish outside!
actually range hoods are essential....they remove heat from the stove so your A/C doesn't have to compensate for it....my smoke alarms are heat and light sensitive also and if I don't use mine the alarms go off from the heat in the room...unless you enjoy a hot kitchen.
