Try washing it first. See how it comes out. If no go, then take down and paint with a washable paint product and clean walls regularly. I wipe down the wall behind the stove every time I cook, and dust and wash my walls off once a month. Now I know this is not possible for everyone, but at least once a week will help from having a greasy grimy mess to deal with at a later date.
Yes, I would because it's past the point of washing it.
A big YES!!! To removing greasy wallpaper. You will never be able to satisfactorily paint over the grease.
Are you asking how you do it? Because, you definitely should if you are able.
Yes, ditto....remove it. Scrub the walls well with degreaser, you can even use Dawn dishwashing liquid, works great!
Yes!
Yes yes yes! Gross wallpaper is, well, gross! Rip off the top layer (usually pretty easy), the n get some DIF (a spray to help scrape off the backing of wallpaper). Use a paint that you can clean, being that it's in a kitchen.
Yes!
If its vinyl wallpaper you can clean with a large car sponge and Dollar Tree Awesome de-greaser.
