Sure! Adding organic matter, such as compost, to the top 6 inches of soil helps your future grass seeds germinate and establish themselves quickly in the ground.
It depends on how you killed the crabgrass and how long it has been since you killed it. If you killed it with chemicals of any kind, the container will tell you how long before you can plant. Even natural ways like vinegar, etc. leeches into the soil and may affect the soil for a while.
Agree with both posters. Killing crabgrass with epsom salts can be a hard repair.
