I would first try white vinegar and water 50/50

TSP...it is what my pro painter b-i-l recommended, he uses it to clean all surfaces before painting. It's avail at Home Depot, Lowes and most hardware stores that sell paint supplies. Comes in quart or gallons. Depending on the job can be diluted or used full strength (follow directions). I mix it up and use a spray bottle but for big jobs I use a bucket and sponge mop. Happy Cleaning ;D

Vinegar and Dawn. The trick is heating the vinear first. Warm it in microwave, mix an equal part of warm water with it, and a healthy squirt of Dawn. I normally use hot hot water but because you are doing this on wallpaper I wouldn't go to hot. Squirt on and wipe off.

I have read somewhere that Marshmallows were used back in the day to clean wall paper!
