Cut out the dead branches and seal with pruning spray
Prune them off. Keep in mind though that removing large branches can damage the trunk if the heavy branch breaks away and tears down the trunk as you begin to cut. Therefore, you should remove branches larger than two inches in diameter by making three cuts to prevent tearing.
Just prune them away
Dogwoods are prone to anthracnose disease. It sounds like that is what is wrong with your tree.
Call an arborist for suggestions and a remedy.
