No, not to late. If starting from seed, choose a variety that has the shortest "days to maturity" - or if your summer temperatures linger well into fall, just plant any variety you wish.
In Minnesota I have sometimes had to wait until June to plant bean seeds and still had both bush and pole beans galore. Between cold nights and too much rain to get into garden without having to wear half the soil, sometimes things just go in late. I have still had good harvests of everything right up to first frost.
